After gaining independence, Tajikistan chose the path of building a democratic constitutional state, one of the central principles of which is political pluralism. Based on the requirements of a democratic society, political organizations and movements bring together like-minded people, and they have the right to establish a political party within the framework of the country's legislation.
The People’s Democratic Party of Tajikistan is a product of the Leader of the nation, honorable Emomali Rahmon idea. The idea of creating a new political party that would cover the interests of the state and the people was put forward in early 1993 by the head of state, honorable Emomali Rahmon.

The Organizing committee studied the constituent documents of the newly formed democratic parties in Russia, the German Social Democratic Party, the US Democratic Party and a number of political parties and movements around the world and came to the conclusion that the new party should have a people’s democratic essence.
The leader of the nation constantly emphasized that the goals and objectives of the new party should proceed from the social essence of our state, and it should first of all meet the social needs of the entire population of the country.
The Head of state personally took part in the creation of the party, directly read and edited each organizational document of the party and gave instructions for its improvement. The goal of the Head of State was to ensure that the new party met the interests of all social groups.
It was decided to take democratic norms as the ground for the Charter and Program of the new party.
